Why
we can't help when we can't count
Ask the simplest possible question about the street dogs on your road — how many are there? — and nobody can answer it. Not the municipality. Not the vet. Not the NGO that ran a vaccination drive down your lane last monsoon.
This sounds like trivia. It's actually the thing quietly breaking almost every attempt to help India's street dogs. Every serious intervention — sterilisation, rabies vaccination, shelter planning, conflict management — is at heart a ratio: how much of the population did we reach? A ratio needs a denominator. We can always count the numerator — we vaccinated N dogs, we sterilised N, we picked up N — but the denominator, how many dogs there actually are, has never existed. So programs run for years without knowing what fraction of the problem they've touched. They're flying blind on the one number that decides whether any of it worked.
This isn't a hunch. Belsare and Vanak lay it out in their 2020 paper in Scientific Reports: without a reliable population estimate and an understanding of turnover, catch-and-release sterilisation programs can look busy for years and still fail to bend the curve, because dogs are removed from the count faster than the program can keep up. And the usual fix — a top-down, state-run census — collides with the reality of limited administrative capacity across most of India. Nobody has the people or the reach to count tens of millions of free-ranging animals, repeatedly, forever.
So the count has to come from somewhere else. It has to come from the people already standing next to the dogs.
What becomes possible once a city can see its dogs
Once you have a live, individually-resolved map of a street-dog population — who the dogs are, where they are, how the population is moving — a lot of hard problems get easier. A few of them.
Rabies
Herd immunity needs about 70% of dogs vaccinated. Coverage is a fraction — vaccinated over total — and nobody knows the total, so nobody knows their real coverage. A live census gives you that number, and keeps it current as dogs are born and move around. You can see which areas are covered and which are slipping, and go there.
Sterilisation
Individual IDs let you track outcomes per dog, not just count surgeries. Did this sterilised female stay in her area? How fast does a neighbourhood fill back up? Those are the numbers you usually have to guess at — here you'd measure them, and know where to focus.
Welfare
A dog with a name and a history is one whose trouble shows up early — a new limp, spreading mange, a nursing mother with a litter somewhere nearby, a dog not seen in weeks. People already hold a lot of this in their heads; the system lets it add up and stay, even after someone moves away. And it makes helping less chaotic: instead of a firehose of "dog in distress" messages, a sorted, located list.
Conflict
Bites and conflict are local — usually a particular dog or two, at a particular spot. The usual response is to sweep up whatever dogs are around. With individual data you can point to the dogs actually involved and deal with them specifically, instead of clearing a whole area. Calmer, and it works better.
Adoption
Every dog in the system already has a photo, a location, a history, and notes from someone who knows them — most of an adoption profile, made along the way. And a dog with a name and a story people recognise is far easier to rehome than "stray #4471".
Science
The data itself is rare: a long-running, mapped, individual record of a free-ranging animal population, with health attached — something that barely exists for any large animal, let alone one living in our cities. It opens real questions about home range, survival, breeding, and how disease spreads. And it needn't stop at dogs; the same works for street cats.
Recognising the people who care
Much of this work is done quietly, often by women, with little recognition and sometimes real hostility. A tool that holds their knowledge also backs them up — it turns "the local dog lady" into the person with verified records on forty animals the city needs. A bit of standing, almost as a side effect.
Knowing when not to step in
Good data also prevents well-meaning mistakes: moving a dog that's actually well looked after, breaking up a settled group, or opening a gap that a new dog just fills. Sometimes the right call is to leave things be — and the map can tell you when.
None of these are really separate problems. They all come from the same gap: we've never been able to see this population as individuals, over time. We're not building a pile of tools. We're building one missing sense — a way for a city to see its dogs — and everything above is just what that makes possible.
Which is the whole point, really. To look, and not look away.
